Case Study: NSW FOGO Mandates
NSW Government Agency Leadership Accelerator - Food Organics
Getting on the front foot with NSW’s new food waste requirements
The introduction of compliance mandates can help create clarity, momentum and shared accountability — while also identifying opportunities for improved performance and better outcomes.
From 1 July 2026, new legislative requirements relating to food waste will commence (with staged implementation across sectors). These requirements apply to a range of industries, including retail, hospitality, healthcare, corrective services, education and accommodation.
To support agencies to respond in a practical and coordinated way, BC Consulting is currently contracted to the NSW Government to design and deliver the inaugural Government Agency Leadership Accelerator – Food Organics.
A first of its kind, the six-month Accelerator is a partnership between the NSW Environment Protection Authority (EPA) and the NSW Department of Climate Change, Energy, the Environment and Water, using the successful Sustainability Advantage Accelerator model to bring agencies together for shared learning and practical advice.
The Accelerator supports government to deliver on the recently legislated NSW FOGO Mandates and the Net Zero Government Operations Policy.
Participating agencies include Central and Hunter Health, Corrective Services, TAFE NSW, Schools NSW, Venues, the Sydney Opera House, and universities including the University of Sydney, Western Sydney University and UNSW (among others).
Key implementation challenges addressed
Across large and diverse operating environments, agencies commonly report implementation barriers such as
- perceived impacts on time and resources,
- space constraints, and
- uncertainty about where to begin.
What BC Consulting is delivering
- Program design and delivery for a structured, six-month Leadership Accelerator.
- A blended delivery model including online modules, monthly facilitated sessions, one-to-one coaching, and site visits (where appropriate).
- Practical focus areas including stakeholder engagement, operational logistics, service design considerations, and implementation planning (to support consistent delivery across sites).
BC Consulting is partnering with Nick Palousis (2XE), Founder and CEO of the multi award-winning carbon and net zero consultancy, 2XE, on this project.
