Packaging in Australia
Historically, Australia’s packaging progress relied on voluntary, industry-led measures that were facilitated by the Australian Packaging Covenant Organisation (APCO).
Aspirations were guided by Government-endorsed goals, the 2025 National Packaging Targets, which were not met. They included (latest results 2023-2024):
- 100% reusable, recyclable, or compostable packaging (86%)
- 70% of plastic packaging being recycled or composted (20%)
- 50% average recycled content included in packaging (44%)
- Phase-out of problematic and unnecessary single-use plastics (reduced by 46% from the 2017 - 18 baseline)
The Federal Government committed to reform, and recently consulted on options, with significant changes to the packaging regulations anticipated in 2026.
Industry can expect greater emphasis on packaging design, waste reduction, reuse, clearer definitions, mandatory obligations – including reporting and producer responsibility.

- Implementing the City of Sydney’s public reverse vending machines, a precursor to the Container Deposit Scheme, now recovered > 10 billion containers
- Implementing the City of Sydney’s Royston Street Underground bin system, the first of its kind in Australia
- Australia’s first office reusable coffee cup system at 350 Collins Street, for the GPT Group
- Introducing soft plastics recycling at regional Australia Post outlets and ALDI AU
- Technical and Expert Committee and judge for Australia’s first Unpackit Awards – uncovering Australia’s best and worst packaging
We have also participated on the judging panel for the Australian Packaging Covenant Organisation (APCO) Awards, for the reuse category, and opened the Australasian Packaging Conference 2025, with Dr Nicole Garofano – Planet Ark and Pippa Corry – Philo and Co.
We have delivered advisory and project services for packaging governance, market appraisal, and communications XXX for small to large organisations.
