FOGO Strategy, Planning and Program Support

Supporting organisations to understand, plan and implement Food Organics and Garden Organics (FOGO) programs.

Let's chat about your needs

Food and garden organics programs are becoming an increasingly important part of waste, recycling and circular economy systems across Australia. For many businesses, councils, community organisations, FOGO is an opportunity to reduce landfill waste, improve environmental outcomes and respond to evolving customer and community expectations.

BC Consulting supports organisations in planning and delivering FOGO programs in a practical, structured, and informed way. Our role is to provide clear guidance, independent advice and hands-on support across the development and implementation process.

How We Support FOGO Programs

Program definition and early planning

We work with organisations to establish clarity from the outset. This includes:

  • Understanding regulatory drivers and organisational obligations
  • Reviewing existing waste systems, stakeholders and behaviours
    Identifying opportunities, risks and barriers
  • Defining program objectives and strategic direction

Our approach provides a clear foundation for informed decision-making and future planning.

High-level program design

FOGO is not a one-size-fits-all service.
We help clients shape the structure of their program at a high level by:

  • Identifying the core components required for program success
  • Considering operational, behavioural and organisational factors
  • Exploring feasible options without locking in technical solutions
  • Ensuring alignment with broader organisational priorities

This enables organisations to progress planning with confidence and flexibility.

Procurement and Contracts

Having an appropriate agreement with your waste collection contractor is critical to ensure your on-Site initiatives are supported correctly with fit for purpose services, coupled with provision of data and chain of custody information.
We help with:

  • Contract reviews
  • Request for Tender (RFT)
  • Participation in assessment panels
  • Drafting KPIS and Agreements

We draw on extensive experience in waste and recycling procurement to procure common headaches out from the outset.

Stakeholder and community engagement

Listening and clear communication are essential for any FOGO program.

We support organisations by:

  • Identifying key stakeholder groups
  • Developing suitable engagement and communication approaches
  • Building awareness and understanding across internal teams and community groups
  • Addressing common issues such as contamination or participation challenges

Our focus is on supporting consistent, practical communication that helps the program function effectively.

Implementation guidance

FOGO programs often require coordination across multiple internal and external parties.
BC Consulting provides general implementation support by:

  • Guiding organisations through key steps and typical rollout considerations
  • Assisting with planning and alignment across teams
  • Identifying potential risks and providing mitigation guidance
  • Supporting governance and decision-making as the program progresses

This helps organisations maintain structure and momentum throughout implementation.

Training and capability building

We help organisations build the internal capability required to manage FOGO programs, including:

  • Developing simple, clear guidance materials
  • Providing training for staff or community-facing teams
  • Building confidence and understanding across relevant departments

Our work ensures teams are equipped to support the program both during rollout and beyond.

Alana Stoeger, District Sustainability Manager

I recently participated in the NSW Government Food Organics Accelerator Program co-facilitated by Belinda Chellingworth.

Belinda was an engaging facilitator that brought real world experience and practical solutions to the complex challenge of food waste segregation across government agencies. As part of the program, Belinda completed a site visit to John Hunter Hospital and as a third-party she brought fresh eyes and an objective perspective to pave a way forward for improved waste management practices.

Importantly, Belinda was able to actively engage and influence a broad range of stakeholders that had previously been resistant to changes in practice. Since the site visit, Hunter New England Local Health District has adopted a number of Belinda’s recommendations including the implementation of mandatory site wide waste management committees and waste management plans. Belinda’s resources, for example her comprehensive waste management plan template, have been invaluable.
